Macpherson Barrett

Pam joined the University of Leeds in October 2015 and is Head of Policy and Regulation. The service maintains an overview of the policy and regulatory landscape for the University, supporting proactive engagement with the external environment and internal strategic delivery. The service also makes student-related statutory returns to OfS and HESA, monitors Access and Participation Plan targets and manages the HE-BCI return.

Prior to joining the University of Leeds, Pam worked at the Higher Education Funding Council for England. Pam’s experience covers development of the REF, institutional liaison for universities and colleges, Access Agreement assessments, course designation for alternative providers and learning and teaching policy, including TEF development.

Pam is an alumna of the University of Sheffield from which she holds undergraduate and postgraduate degrees in Archaeology.

Bryony
Victoria Freer

As the University of Leeds Returns and Policy manager, Bryony manages the University’s policy service and monitoring of Access and Participation Plan targets. Since joining Leeds 2017, she has delivered the university’s ‘policy offer’ developing the service, and further developed a risk-based approach to APP monitoring.

Prior to joining the University of Leeds, Bryony worked in the Strategic Planning Support Service at Leeds Beckett University, providing performance monitoring and project support. She previously worked for a Member of Parliament in a varied role involving policy work, communications and constituency casework. She holds a BA in History and Politics, and an MA in Political Communication.

Bryony is currently on maternity leave.
